Meaning
I declare the Lord of the Scale free from all imperfection. I describe the Possessor of infinite knowledge with the attributes of perfection. I glorify and sanctify the One who gives the Throne its adornment. Refuge and supplication are to Him alone. I glorify Him as many times as the even and odd numbers; I declare Him free from all imperfection and describe Him with the attributes of perfection. I glorify Him as many times as the number of Allah’s perfect words. By Your mercy I ask You for help. All strength and power belong only to Allah, the Most High, the Most Great. Allah is sufficient for me, and what an excellent Guardian He is; what an excellent Protector (Mawla) and what an excellent Helper. May Allah bestow mercy upon His Messenger, our master Muhammad, and upon all his family and companions. By Your mercy, O Most Merciful of the merciful.
