Repentance (tawbah) consists of regretting the sin, giving it up immediately and resolving never to return to it. Without these three, words said only with the tongue do not count as repentance. If you have wronged someone, you must also make amends with that person.
Sayyid al-Istighfar is foremost among the duas of repentance and istighfar (seeking forgiveness). This section also contains the long dua of istighfar, the dua of repentance of Prophet Adam (peace be upon him) and the dua of those who have wronged themselves.
There is no set time; you repent the moment you become aware of the sin. The pre-dawn hours (sahar), the times after the prayers and Friday are among the times when duas are hoped to be accepted.
